On my last save i finished it and it still didnt work. I have seen other people with similar problems but they seem to have started helping people around.
I have completed the skooma quests and return to the jarl in riften but when i talked to her all that happened was i completed the skooma quest but there was no dialogue to start the becoming thane quest. So, I'm aware that the quests to become the Thane of Riften & get the Riften house are pretty glitched, but I had an issue while following a topic telling how to avoid getting glitched and ran into a completely different problem.
